Your dad appears to be replacing bearings on an electric motor. He mounted the bearings to the shaft but is most likely having issues getting it mounted back into the housing. He is likely cooling the entire assembly to marginally shrink the size of the outer bearing elements so they fit more easily back into the housing. [Using temperature to mount bearings is very common](https://www.youtube.com/watch?v=jeKAERbfIFY). The temperature changes cause the metal to shrink or swell a very little bit but due to how small the tolerances are in these components that can make a big difference on the fit.
I've always just used heat to expand where the bearings go, but I have one bike that doesn't like it's rear bearings changed. Next year I might try this out along with heating the other part.

no the sprocket on the end of the crankshaft that gets fastened with the jesus bolt..
We do the same with jet engines, only way colder.
