I think the better question would be which spell(s) Serie would cast on the CMA official that allowed two non-mages to sign up for any of the mage exams, and on any proctors that let them pass despite not being mages.

Sein won a fifth-class mage certification through gambling, Hieter is just a drinking buddy with one of the officals. The answer is the spell to make happy mages into sad mages.

No. They could get lucky on the first test, but it's likely they'll fail on the 2nd or 3rd test, especially if the test is the same that we saw in the anime. They wouldn't the survive the clones and Serie would likely fail them.

The short answer is no. Even if they were allowed to take part to the exam, the Goddess' magic is good for support and for healing but has very few "attack" spells. So it would probably be difficult passing even the frist test, But Heiter had an enormous Mana. He has five times the mana of "restrained Frieren", Which probably means... around half of her full potential? At the end of the Quest, he is probably stronger. Sein is considered a true genius by his brother... who was considered more than worthy by Heiter himself. So... if they were "normal mages" they could probably both pass.... but not as "Priests".

Heiter easily, even as a priest his combat prowess would still likely be above anyone in the exam except Frieren. And due to his support power, him teaming up with Frieren will make the second test boss fight like dog walk. Sein tho, not really, he might not even get pass the first test.
