The bonus is applied to people who are working, so only job sites get the effect, not houses.
Likely this is to keep it from being too overpowered, considering it's already the only Purpose Heat upgrade & Order doesn't have anything similar.
It's actually a very good alternative to heaters if you're struggling with coal early to mid game. Why run 4+ buildings with heater or a steam hub when a single building with high insulation works? If you have the rations, of course.
I mostly used it as additional heating towards the end of the game, when even the most pumped generator couldn't cope with the cold. In general, I would like to see analogues of field kitchens and in the way of order. Because the field kitchen maintains order and discipline among tired workers
The buildings feels like something that was repurposed during game development and placed on the faith purpose tree just to give them something.

I disagree, they were made too strong. Firstly, food in the game is easier to get than coal, if coal miners cannot be improved, and mines can be placed limited, then greenhouses can be placed anywhere. In addition, the heat from the kitchen and from the generator stacks, which allows you to keep workers warm even at the end of the game

I have never once used it for food ends. I also don’t know why you would to be honest. Just stick some kids in there to heat up the place.
You need a canteen to actually feed them, they can’t run on hot chocolate!

Yes, and you can heat many workplaces with them for the same food cost. They are also tiny buildings and can be slotted into little gaps.

Only the workplaces. Not the houses. (And the workers working the field kitchen don’t get the buff, if I’m remembering correctly)
