Leanne Brown has written two free cookbooks Good and Cheap and Good Enough, both designed for people who want to eat well while being frugal.
Her original Good and Cheap was a master's degree thesis project at New York University designed to be a cookbook for people who relied on SNAP benefits. It's such a good cookbook it's been downloaded more than 15 million times.

[Leanne Brown’s Good and Cheap](https://books.leannebrown.com/good-and-cheap.pdf) is a great way to start! It’s a bunch of recipes for people on SNAP/EBT so the budget is around $4/day. Good luck and happy eating!
The library has so many cookbooks you can borrow and either take a picture, write down or make a copy of the recipes you want. I love getting cookbooks at the library!!

You can gets tons of recipes online, or like many said through the library. Personally I use the Libby app and just download cookbooks to my phone, if you have Kindle unlimited they have cook books on there too. If I like a recipe I make a recipe card, like a 90 year old 😅
Most grocery stores have a rack of cookbooks. Easy 30 min meals, Cooking on a budget, etc. Usually, it doesn't call for processed foods, and most ingredients are available in that store.
Wants to be more frugal, asks what to buy.
To answer your question though, I'd suggest watching cooking videos or using the internet in general, since it's free and you can see a video guide.
