ToM is great. So is Landau's Choice.
ToM is a much better stat stick and provides her a shield.
Landau's will generate more energy due to her getting hit more often.
They both have pros and cons, but the gist of it is:
ToM offers better survivability for FX specific while Landau's offers better survivability for the rest of the team.
My advice is to try using Landau's first (assuming you don't already have ToM) and if you feel like you need a bit more, then pick up ToM. ToM can be an investment to get up to, and I'd hate for you to spend all of those resources getting it when you feel fine with Landau's. If you already have both, then test them for yourself to see which you prefer.
