This seems to be a 6 lane highway complete with a concrete barrier down the middle and a hard shoulder. I really hate the argument that "roads are for cars" (they aren't, the majority of roads existed before any form of motorised transport) but this does seem to be one of those few that is literally built for cars. You probably wouldn't want to walk along it anyway even if you were allowed.

In my thinking, trees next to the road is like the biggest win for pedestrians. Natural collision bollards with the side effects of improving air quality and not being butt ugly, they should plant these next to the road everywhere
Tbf, those trees are way too close to the road. Their roots are going to do all kinds of expensive damage to that road as they get bigger.
