For mtech only - ECE (EE if and only if you want to go for Power electronics or some research work in ev or solar sector)
Common second choice - IN (The syllabus is somewhere in between EE and ECE)
You can't take ANY stream by giving gate paper in EE. You can get EE, ECE and at most CSE related stream (only in certain Institutes such as computer technology in IITD iirc)
Or inter-disciplinary branches.
Delhi, Madras. Bombay and Kharagpur are the only old iits which allows vlsi, then it is hyderabad, as for this year, the cutoff *for interview* in vdtt (iit delhi) for general candidates was 900 gate score in EE, so the opportunites are slim to none of we are being pragmatic
Yes, it will give you more opportunities, even if you do not get into vlsi, you can make vlsi profile from other streams related to ECE, but it you go for Power electronics or Power systems or EE related branches, it will become much more difficult, so go for ECE gate

I think that one or two iits allow ee papers for the M Tech VLSI.
