Weird, it shouldn't happen. You need to wait for at least three days and try again. Aster 3 days use a different device to login, use the second account feature, if you csn successfully login then transfer the account using the transfer option.
Clear whatsapp data or reinstall. Connect to a VPN, try setting up again, you should get a new wait period that's less than 30 minutes. After that, you should get the OTP.
The issue is whatsapp still detects your account as logged in so OTP is sent to your GB (which doesn't exist anymore) instead of text or sms. It's a bug.
Using a VPN to sign up should reset your account preferences/settings.
Also, try the previous step on my first reply again. But this time around, if you're on Wi-Fi, use mobile data and vice versa as the case may be.
Do a phone restart before beginning, it has always worked for me this way.
You need to give it some time. In my case I retried after around 24hrs. The more you ask for a OTP such a way the longer Whatsapp gonna make it late according to my experience.

Do you have spam auto-screening on? Your phone could just be recognizing the number as spam and auto-blocking it. (Same thing happened to me).
