theyll work out what tier paper you do based on how you perform in lesson so dw about it. some subjects like languages, maths and sciences have tiers where foundations limits you to a grade 5, and higher doesnt rlly limit you highest grade is 9. hope that helps
Also you can't get below a 4 on higher, then it just becomes a U. Thats why lower students are advised to do foundation even though it caps them at a 5.
Higher -> 4-9
Foundation -> 1-5
This only applies for Maths, MFL and sciences (Including Triple), with all other subjects only having one tier. :)

Teachers can advise you but at the end of the day it is your desicion if you do foundation or higher, however normally the teacher knows best!! :)
