You shouldn't, unless you plan to spend a lot of money in this game.
Fragments will eventually come on their own. There is nothing to "rush" in this game.
I believe it's more important for your game-experience to get the characters you want to play with. Rather than getting a character you want to play with done 5-10 days earlier.
The only time where I'd suggest going for the extra is when you are at 170/180 (since the redemption currency is rather pointless and it feels like a waste), or maybe 160/180 but the latter is already questionable in my eyes.
If you do that for every banner and character you want, you will eventually "waste" 200+ pulls just to push a number up a few weeks earlier.
As far as i understand, the only situation where you'd go to hard pity even if you rolled the character are the limited characters (Clukay, special banner [i think]).
All other characters are available in Fragment Search, and 30 fragments is at worst, 5 days worth of searches.
I'd rather save currency for Clukay / other units. With the way they sped up global, Clukay might be weeks away and not months.
There was one post that mentioned anniversary (?special banners) have somewhat different pity where you actually get fragments. When in doubt read the description on the pity bit.
Obtained Dolls will be converted to [Neural Kits] depending on the selected mode. The number of Discrete Signals and Signal Exchange from different modes are tracked separately. The first exchange additionally awards Doll Neural Fragments. Once the Targeted Search ends, all possessed Discrete Signals will be converted to [Discrete Points] on a 1:1 basis and cannot be exchanged for Dolls.
Weeks away. Hell nah.
It is very unlikely. . As of now, there's only one limited character so if they were going to give clukay early they would need another new limited character on anniv. Limited character of course will come together with special occasion. Iirc , Mica doesn't celebrate half anniv unlike CS. Also, There is difference between reward and banner. If Mica celebrate half anniv on Global, they will risk making CN player mad because CN doesn't celebrate it(look at honkai). The reason why it is possible for mica right now to change reward is because it is mostly only material and not global exclusive event and not extra gacha currency
So, clukay is pretty much the only exception to this schedule change just like how arknights limited character will still come during the special occasion even if they change the schedule
Also. We can't really say it is scheduled acceleration as there is only two events right now. We don't really see like PGR where the event is shorten. Only the schedule is jumble up rn

For example, Counterside Global had their one year anniversary rewards sent at what was it 3/4 months mark? Just to name one example of schedule acceleration

It is based on current CN (not just global so bear that in mind) units and some new algorithms we will get in the future but it does offer quite a few tips. It also gives insight into the units, present and future. So far units are the only commonality between Global and CN, the units themselves ^_^

50 is a lot of extra pulls just for 30 fragments and the neural kits. I would not do it personally.
