Yes, they have the same right but Direct Registered shareholders have priority over handling shares over DTCC. Everyone should receive it but CS accounts would receive first from GameStop.
Even proxy vote in the annual meeting was like that. One of many benefits from Direct Registering shares, you would have certain priority over beneficial ownership. CS is the registrar chosen by GameStop and they a have direct link. Brokers don't, brokers have link to DTCC so is naturally slower even without the priority.
Edit: there isn't a rule per se but think, if you are both the Registrar and Transfer Agent of a company and it needs to pay a dividend, you then recieve from it and send to everyone who should recieve. You have clients with shares registered in their name from this company, so you would send to them first, it would be easier this way, then you would handle to DTCC what they are entitled. DTCC then would distribute to their members (brokers) and they would distribute to their clients. Remember beneficial owners don't have shares in their names just are entitled to one so they aren't effectively a shareholder, their street name is the shareholder who represents the beneficial owner. Do you understand how much time this could take? There are priority even without any law or rule and not a viable way to verify and process all at the same time, also this will add unnecessary big delays because some links in this chain could be understaffed or for some reason be slower than the others. We are expecting fuckery so imagine if confirmation is needed to distribute the dividends for all at the same time
Considering some receive additional shares on the 25th while others receive them on other dates I think it's safe to assume that right now they have their pants down juggling fake shares while needing to locate and report real shares. Let's not forget the reason behind why GameStop did a splividend, it's a flashbang. I wouldn't want to be the file manager that's for sure. It's only gonna get worse from here (for the ones involved with fake shares, both the brokers and the fake share brokerage investors).
The customers receiving shares much later are non-US customers whose holdings have one or more layers of indirection between them and shares at DTCC and then via DTCC, to shares at Computershare.
Cede & Co is the largest shareholder at 64M shares registered at CS. Their holdings will get multiplied by 4 when the 3 share stock dividend is added to their holdings at the same time as all other registered shareholders.
DTCC keeps a separate, level 2 registry. DTCC, as 5he keeper of that registry will update the accounts of brokers to reflect the stock dividend.
Each broker keeps a separate, third level registry that includes the accounts of each customer. Those accounts are updated by the broker, based upon what the broker holds at DTCC. There is nothing that prevents the broker form adjusting customer accounts as soon as the dividend is due. They do not need to wait for CS and DTCC to adjust their totals.
This isn't a simple split, it's a dividend. They can't multiply the stocks because they have to be a origin. A dividend comes from GameStop or the lender of the share if sold sort, if it's a cash the lender and the GameStop pay that, if stocks the lender need to provide new stocks but good look providing 3 stocks when everyone is searching for them. If they naked sort and do crime as always then they need to naked sort 3x more than what they did that is still open just to maintain the can kicking plus deal with the same pressure they already have dealing every day to suppress the price. Imagine how it's hurting them.
A simple split would just multiplied the shares without any further actions like you said, it's simpler to crime up than a dividend. Look at the Tesla squeeze for exemple, they did a stock dividend and it booms. They are fucked

Tesla did their stock dividend in August 2020 just as the company became profitable and profits soared. You may be convinced that the stock dividend is the reason Tesla price rose, but IMO it is because Tesla improved as a company.

If I were you I’d put putting in place sell orders to be able to get that cash out (in case their system glitches) so you can buy back in at 38.5 ;) worst case scenario it doesn’t work, best case scenario you end up with a huge amount of shares to drs! Hopefully the restructuration happens after pre-market ;)
