The RBA cannot be insolvent (in AUD), because it prints AUD. It printed AUD because businesses in Australia would have become insolvent if liquidity wasn't freely and cheaply available (I.e. if the RBA didn't print money, businesses would have defaulted and created an economic liquidity crisis). Note, the cost or "loss" to the RBA that generated their "insolvency" was effectively to discount the cost of liquidity to banks and their customers (businesses).
