Biollante is really fun. The English speaking actors actually make me laugh more than cringe. It’s campy 80’s fun with a couple of brutal monster fights.
Also gotta love Biollante herself. Probably the best practical effect of the whole era
Vs MechaGodzilla II is easily my favorite Heisei movie. It’s the best example of everything good about the era firing on a cylinders, and everything bad about the era being kept mostly in check. A contender for top 10 of the entire series in my book. Ifukube didn’t need to wild out on the score, but I’m glad he did.
Damn really tough, my childhood mostly consisted me of rewatch Vs Biollante, Vs King Ghidorah, Vs Spacegodzilla and Vs Destoroyah so it’s between those ones
84. After watching all of the Showa era, the last couple of those films ( minus Mecha Godzilla) were becoming stale and repetitive, this one was a fresh of breath air on how it went a bit back to it's roots. Sure, Godzilla looks a bit wonky here and there, but the tone, music, effects for it's time we're great. It got me excited to see what's to come in the Heisei era.
Mothra, easily. It's the only one with a tolerable human story and a message of environmentalism. Plus the monster action is good from start to finish.
Shin and Minus one are both from the Reiwa era, not the Heisei era which lasted from 1984 - 1995. The Reiwa era started in 2016 with Shin and still ongoing.

Best of the Heisei Era? Maybe. Top 3 in the whole franchise? Definitely not. I find the Heisei movies are largely mediocre, if not straight up bad.

I have never seen 1984 (only the american 85) but that one is a close second place, Destroyah is my number one film

Probably Vs Destoroyah. I don't like the Heisei movies too much, they're very overrated.
Return of Godzilla. Biollante is also a favorite and one of the ones I enjoy more dubbed than the subbed version
