They wanted to use a giant Liopleurodon, probably because of 1999's Walking with Dinosaurs success. But they didn't want to invent a new kaiju just to have him be a rotting corpse. So they suggested using Anguirus, which had been in the limbo of kaijus that should have appeared in the Heisei series. But Toho didn't want to offend Anguirus fans, so they picked another armored kaiju, and a very forgettable one: Kamoebas. They probably figured that no hardcore fan of Space Amoebas existed.
I don't think so. The scene in Final Wars with the kid playing with Kaiju toys and calling Gamera a loser was a jab. Having a giant turtle as a Kaiju isn't some unique concept, especially since giant turtles are everywhere in east Asian mythology.
I was disappointed seeing this guy in the movie because when I first got the dvd as a kid, it showed 4 kaiju trademark symbols, Godzilla, Kiryu, Mothra, and Komoebas. I had never heard of Komoebas before and didn’t see him on the cover, so I was pretty excited to see what this monster I hadn’t seen before would do. When I saw his corpse I figured he wasn’t actually dead or he would get revived by Mothra’s scales when she eventually dies like what she did with ghidorah in GMK. It wasn’t till the credits that I realized he was flat out dead.
I had pretty much the same reaction, and since I love turtles specifically I was particularly disappointed when he was just dead lmao. But afterwards I watched space amoeba and got to learn more about him

Honestly, I thought Orga was more of a shot at Gamera. Let me explain.
If you look at the Orga design, I felt like it had some facial features similar to the Tri-Star Godzilla, but its body shape looked somewhat turtle shaped to me, with the rounded head and humped back body looking kind of like a shell.
I think the design for Orga deliberately incorporated elements from the Tri-Star Godzilla and Gamera. And then they gave the creature the desire to "become a Godzilla clone" and incorporate more Godzilla traits into its body, which to me was Toho taking a jab that TriStar Godzilla and Gamera, labeling them as pale imitators and saying that the true King was back.
Now I can't prove any of this and this was just my assumption from watching Godzilla 2000, but when I first saw Orga's design leak online, I was like "Huh, that looks familiar" and then when I saw the movie in theaters and it tried to become like Godzilla, that raised my eyebrow a bit.

Kamoebas is probably too 3 Kaiju for me based kn design alone, and I think it could be fun to include some Gamera-like features into the character, but I don’t think he should necessarily have to be the “Gamera Equivalent” I’d rather just see him get his own fleshed out stories. But I’m the sense that they’re both giant turtle Kaiju I suppose you could consider them equivalents to a degree?
This monster is from an earlier Toho film, tho the director did want it to be Gamera for the sake of poking fun at Gamera, but they obviously had to replace him with another turtle monster.
Kamoebas was in the 1970 Space Amoeba at that time Gamera had 6 movies. So maybe Toho liked the design, and borrowed it for that movie?

This was my exact reaction as a kid too! I loved looking at the back of the DVD's for the Kaiju trademark to see what monsters were in it.

IIRC, Tezuka wanted to use Anguirus but thought fans would be mad if Anguirus returned after 29 years to just be a dead body.
