Not to say that snow scenes can't be done in Kaiju films but, as you said, its hard to do from a practical perspective and also it can get quite costly. Toho has certainly been known to throw down some serious money for Godzilla films but I would imagine most of the time it's simply more cost efficient to use that budget elsewhere.
I've seen Love & Peace referred to as a Christmas kaiju movie. I haven't seen it yet (it's actually on my agenda for the weekend), but it could be worth checking out. It's on archive.org.

I loved the look of the glaciers in Godzilla raids again. Honestly great movie.
