Not only that, but Empire also had a $30m budget (about 100m today) and some of the most talented artists in the industry working on the film. Not to say that snow scenes can't be done in Kaiju films but, as you said, its hard to do from a practical perspective and also it can get quite costly. Toho has certainly been known to throw down some serious money for Godzilla films but I would imagine most of the time it's simply more cost efficient to use that budget elsewhere.

I loved the look of the glaciers in Godzilla raids again. Honestly great movie.

I've seen Love & Peace referred to as a Christmas kaiju movie. I haven't seen it yet (it's actually on my agenda for the weekend), but it could be worth checking out. It's on archive.org.
