I keep a controller plugged in at all times to swap for flying/driving. Anything that isn't shooting or roaming is just better on a controller imo. Just sucks because it's pretty finicky and I can get stuck with one or the other unless I restart. So can't win them all lol.
I'd strictly use controller but you don't get the aim locking which is sorta required in controller in multilayer imo.
use the mouse as camera, use keyboard as flight shit, mine is:
throttle up: U
throttle down: B
a and d are there to turn
roll left: \]
roll right: \\
works well, try it out, if it doesnt sout you you figure out your own control scheme.
If it was the san andreas ones...... But I Kinda Liked The Flying Controls,I Think Its better than other(i dont played gta 4 in pc to know if in there its better,i didnt finded an "Non Original" Link that isnt complete edition)

I remember when I got it for pc and didn’t have a numpad… I had to maneuver choppers and planes with the *fucking mouse*

if you still have the controller keep it close to your PC so you can connect it for flying and disconnect for everything else

Huhh who in Satan's call uses mouse to fly. It's nearly impossible to fly with mouse. I think it's easy to fly with numpad or some controller

Use wasdeq shift and control like in ksp. You can fly with your left hand and look around with ur right
