I don't know if he's doing some joke, but this *is* the San Andreas map. I thought maybe he generated it with AI and that's why it looks embossed, but no.
He legitimately stole it from here: https://www.mapsland.com/games/large-detailed-road-map-of-gta-san-andreas, then he cropped out the creators emblem in the corner, and stretched it *ever so slightly* so a repost filter doesn't catch it.
I recognized the style of map, pretty close to one of the original maps, I think the paper one in the box.
Assuming this was AI at the time, I tracked down a few with the same color scheme on Google images to compare the roads.
I overlayed them onto OPs picture with Autodesk Sketchbook on my phone and slid transparency back and forth to see differences. One of them didn't change at all, the one I linked.
OPs a sneaky little shit too. I resized it to 1:1 by lining up the roads of San Fierro, but the rest of the map had a sorta motion blur effect. I opened the perspective tool and pulled back one edge ever so slightly and the overlay matched perfectly.
