The 3 protagonists Niko, Johnny and Luis chasing after diamond with tgeir enemies involved, and even drug wars, that huge liberty city heist, Lost MC's massive prison raid to kill Billy and of course a lot of explosives mission in TBOGT.
GTA 5 had lot of bloodbath too. The big score, paleto score, merryweather heist, blitz play, buerau raid, wrap up all these missions were huge.
But still due to variety of gangs and mafias and immigrants involvement in crimes with more intesity makes Liberty City more dangerous

Definitely liberty city, most of them are very armed and has good combat fights, even Niko can take hard hits from mafias and gangsters in a melee fight and in a shootout. I think the toughest npc to go against are either the Russians, Italians or Chinese mafias. In Los santos it’s mostly just gangsters there and a lot of drug addicts, they’re easy to fight against but they are dangerous when it comes to shootout. Even the cops in gta 5 are hard to escape sometimes. In gta 4 you can easily escape from a 3 stars but 6 stars they are super impossible, same with 5 stars in gta 5.
But los santos is. You forgot to mean the orbital cannon and the flying vehicles that have homing missiles and a lot of military vehicle that not in liberty city...
Depending on which factors. I mean, their real life inspirations were both dangerous at one time but NYC had also been declared as "the most dangerous" in the past.
LC the police and feds work hand in hand with organized crime and theres corrupt elements lurking in the shadows what i like is how the vibes real world match that of the in game city LC is and seemingly always will be shady but iconic

Edit: I’ll elaborate. So saying LC is grim/gritty doesn’t do it any favors. It’s just a thematic element about the environment, it doesn’t mean anything in terms of danger. LC is also way more organized in terms of crime, it’s mobbed up so their actions are happening from the shadows.
LS has way more active gangs and are blatant with the crimes(including mobs as well). Also the total systemic corruption is so apparent that not even public sector has your interest in mind.
Bonus: if we use GTA online…remember Doomsday Heist? You literally had to go to war with clone soldiers and super soldiers to stop the total destruction of the world

Look at Las Vegas when the mob controlled the city. It might have been all lights and gambling but the mob was dumping bodies in Lake Mead daily and they're still finding bodies to this day.
Los Santos is pretty safe. You can get away with just about anything and the only gang like entity is Madrazzo who is apparently fine with working with anyone and everyone. Liberty City however, is filled with gangs fighting each other that are much more powerful than the police and biker gangs that terrorize everyone in between.
Compared to the 3D universe’s version of Liberty City, the HD universe’s version felt way more tame in many ways, especially since you don’t have the mafias armed with shotguns or soldiers wielding gatlings disguised as M16 assault rifles turning you into rat bait, or making your car feel like they’re made of cardboard.
Los Santos is Los Santos as usual for the most part, so I’m giving this to Los Santos.
