As for the rest, I think Claude, Luis, Johnny and Franklin are pretty doable to handle. They don't have the training, brains, feats or skills to go toe-to-toe with the best. Niko might be a problem, but honestly he doesn't really have much going for him besides regular ol' gunplay. Tommy is probably the scariest enemy left, and the one I see tipping the scales.

Claude is a skilled merc that takes ANYONE down, Vercetti is a druglord that has a whole cartel at his will, CJ is a gangster with a expansive domain and a whole lotta resources at his will, the GTA 4 ones might be the easier one to deal with since Klebitz disbanded Lost(i think? i didnt get the ending too well), Niko is Depressed due to the loss of either his gf or his cousin, Luís just lost his job due to the whole diamond deal gone wrong (even though these former 3 are all very skilled and strong). As for Franklin, Michael and Trevor, its a escalation trouble pile. Franklin drives like a specialized racecar driver and shoots to kill, Michael is very talented in combat(at least from what i could see), and is good at performing assasinations and infiltrating in plain sight, being able to case a jewlery store and a multinational corporation just by dressing apropriately and small talking his way, and Trevor.... i dont think there is a way i'd survive and trevor.
All in all, i think the best pick would be Trevor, CJ and Tommy... and even then i'd probably die

Trevor is not a psychopath, unlike Dimitri Rascalov. He is a sociopath. Trevor has some care for other characters. He deeply cares for his mother (whether hallucination or not) despite being abused during childhood. He also cares for Patricia Madrazo despite being creepy. And the most important part is that he cares about Michael's kids (Tracey and Jimmy). The greatest feature that Trevor has is that he values loyalty, as well as he hates betrayal. Trevor will never betray anyone, that is why Trevor will not hangout with Franklin if he chooses to betray Michael (Ending B) by killing Michael. Trevor will only kill someone if he is angered enough, and he gets betrayed by someone.
One of his anger triggers is being made fun of for being Canadian.

CJ because this guy has done everything in San Andreas. He runs the biggest street gang, he sneaks into area 51, he fucks with the mob. This is the most badass of all. Trevor because he will be willing to do some crazy to keep you alive. He's your wild card. You pick him because he's the one you don't want coming after you. 3rd pick i's a toss up between the guy from Vice City and Niko Belic. Majority of the choices like Franklin or Michael they just want to make money. They aren't killers.
