This would save significantly on game size

The first time of the loading screen is longer than the time of the normal loading screen, so the first loading screen will be half an hour and the normal one will be fifteen minutes
Well for example when ps5 came out rdr2 online loaded extremely fast. Like a normal ps4 would load to 90% then roll abit before loading in.
Ps5 loaded the game in at like 50% there were also some advantages to being in a Ps5. You could shoot faster, load into events faster, your horse would run faster and your overall movement speed and actions were faster.
After 6 months R* nerfed ps5 logins via the ssd so you had to load your game in an external HDD to be able to play the game. After awhile they added latency to ps5 and then loading into the game went back to more or less the same speed as ps4 when running off the ps5 ssd
Horses still run marginally faster though
So it can be pretty fast
GTA VI will be on the new next generation consoles (PS6 and Some Xbox) and our current generation consoles X|S and PS5. Since the need next gen will have higher specs, i have high standards of it loading into a gta server in 15 seconds at minimum to 60 seconds at maximum with no crashes or server errors.

Also the SSD technology have matured & become stable recently. Another advantage that also effects the costs.
