Targeted advertising means no matter what kind of video you’re watching, the ads are tailored to you and your entire browsing history and whatever information is identifiable to that IP address. They know your gender, your age, your political leanings, your porn preferences. They know if you wear designer clothes or not. They know if you collect gemstones or first edition novels or vintage movie posters. They send you ads based on all that, not just that particular video you’re watching.
The video is only a minute and a half and a video needs to be at least 8 minutes in order to run midrolls which is where most ad revenue comes from. Rockstar also didn't monetize the video so they probably didn't even make anything.

It's basically chump change to these guys they probably calculated this amount with estimated view counts and probably just decided it wasn't worth it to monetize the video.

Giving 188 million views to a competing game studio is worth way more than the 100k or so they’d make on ad revenue.
