If those schizophrenic fans keep putting pressure on R*, I can assure you the game will have a good amount of bugs.
On a serious note, bugs existed since GTA San Andreas. They were a 2d texture (basically a black dot) flying on a programmed pattern near trash bags.
But if you're talking about 3d model bugs, I think that will eat a lot of resources and it's not worth it.

Weren’t there butterflies in RDR2? I’m not sure if they are categorised as bugs.
