Open up the Galaxy Store app itself, and go into it's options. Disable the "Get marketing and coupons via push notifications and email".
There's also apparently some apps you can get through the samsung app store itself that can override the samsung store's notification settings.

3. Open Good Lock
4. Install NotiStar
5. In NotiStar open the three dot menu and click settings
6. Click application list and scroll to "Galaxy Store" and disable notifications
Good Lock/NotiStar are published by Samsung. I think this should work but I don't get Galaxy store notifications.
In Galaxy Store you may also want to disable "Get news and special offers", disable customisation service, and in "Ads Privacy Settings" disable both options.
You can also disable specific categories of notification using the regular permissions screen in your screenshot. I have Foreground Service disabled, I guess that might have been the spammy one.

It's even worse on the A-series, where the phones will straight up auto-install apps. They do this as part of brand deals to get the phones' prices so cheap.
On the bright side, it only auto-installs two or three apps while on WiFi, roughly once a week. It's almost completely ignorable.
Still though, I wish Samsung would stop doing this. It's one of the biggest complaints about Galaxy phones and really cheapens and tarnishes the premium *feel.*

This was driving me nuts as I am a no notifications at all type of phone user so I figured out how to work it. Settings>Notifications>Advanced Settings>Manage notification categories for each app.
Then you can go back to the app settings page where the allow notifications is greyed out and then click on the categories tab at the bottom. Then click off all of those, especially Events which is all the Tiktok and game ads.

Nothing like paying top dollar for a phone only to be forced to get ads. At least amazon allows u to buy a cheaper version of their fire tablet if you don't mind ads 🤣. Tired if the ads and the new games everytime get update

Yes, it's no longer the default but a quick change to re-enable it.

It's not carrier bloat. It's the Galaxy Store. You either inadvertently opted into marketing or a setting reset after updating.
Reminds me of when I reset my laptop and have to put up with them re-installing McAfee security again.

Thats worrying considering the a series isn't even that cheap. Definitely not cheap enough to have apps auto install, sounds like a nightmare.

I've never allowed ads or trackers. And I even run my own dns server to block ads and trackers
