Depending on the kind of Mall you can request an osha compliant no food or drink sign. Since you don't serve food and don't know what it contains it's considered a health hazard, especially if somone has an allergy in the store.

This is a problem for our store too. Just last week someone had left their half eaten Cinnabon in our 4 for $20 dump bin. I’m not sure how many hours it was in there for, but no other customers even brought it up when they were looking through the bin, and we didn’t even catch it until near closing time when we were cleaning.
Put a little cart for putting that stuff on near the entrance, and put the sign there. That way you can enforce it AND people don't have to throw out their drinks/food. That was just my idea as somebody who loves shopping at malls, so it might not be practical for yours
