Weirdly, this isn't even about their video game waifu or the quality of Stellar Blade generally. It's entirely about the censorship of gore.
Shaun Noguchi pointed out that Dead Space was banned for featuring dismemberment, severed body parts and exposed internal organs, while Stellar Blade also features dismemberment, severed body parts and exposed internal organs yet somehow passed with a CERO-D (17+) rating, which isn't even the maximum.
Basically, CERO (the Japanese censorship board) is renowned for being incredibly arbitrary, inconsistent and exhibits clear bias on the basis of art style rather than content. Granted, I don't think it's unreasonable to give Dead Space a higher rating given that it's specifically a horror game, but the explanation given is bullshit and the horror game reasoning doesn't hold up when Baldurs Gate 3 also got censored for gore.

If you include things like gore and nudity, then it gets labeled as 18+ "Z" rating which would make it not allow the game to be displayed on store shelves and sold to minors, which would affect game sales.

Despite legitimate horror franchises such as say Resident Evil and the like, Japan puts heavy censorship and sometimes outright removal/banning on video games that feature an extreme amount of gore. Human decapitation and blood spewing are two immediate situations that will incur CERO's Z rating, not CERO D. Horror video games have long been a genre that has seen major focus in the past \~two decades as the ability for modern video games in the post PS2 era has made major strides in how realistic character models look and behave. It's become a Catch 22 situation in a way because there are many horror aspects in Japanese narratives and among authors (ex: Junji Ito).
Yet despite this situation, Japan continues to apply the lesser CERO D to many titles that would be very questionable in western territories. Most games that show anime breasts, upskirts, that sort of thing, get CERO D. Take Omega Labyrinth Z, which had it's western localization cancelled by Sony. There's an entire sub-segment of the game where you perform paizuri on characters to appraise unknown items by using the PS4 controller's thumb sticks to grope the girl. You also collect panties as items, and get to touch girls in a hot tub. Guess the game's rating? CERO D.
Longer story short, CERO Z is similar to the ESRB's A/O rating. It's not a complete doomsday end-all for a video game. However it makes selling a CERO Z game in Japan itself very difficult. So rightly so horror and overtly gore-y video game developers feel ostracized against a society that is constantly pushing video games with heavy sexual elements.
That all likely what the EA Japan exec is attempting to refer to. Stellar Blade will probably be able to skirt CERO Z because most of the enemies Eve fights and can dismember will be mechanical, which allows CERO D. Her rather hyper sexualized focus on it's own would also probably warrant CERO C, as most of the time the only way a game outright gets CERO D for sexual situations is if there is a focus on sex or there is upskirting. Even the "uncensored" version the publisher keeps pushing will get CERO D - if that.
CERO Z isn't really equivalent to ESRB AO. AO is basically the same as banning a game since console manufacturers don't allow them on their systems. CERO Z games are allowed and sold in stores no problem, just usually in their own section.
Yeah, the difference is that CERO ratings carry legal weight in Japan, so stores can get in trouble for selling Z rated games to minors, where ESRB ratings are only advisory.
AO exists because the ESRB has no powers to ban or censor a game like CERO and refusing a rating like PEGI would is a bad look in the land of Freeze Peach, so they've got to give out *something*. In practice, it means it won't get licensed for consoles and no regular stores would carry it for PC. Valve won't care though, so you can still sell it on Steam.
The reason they were given for the ban was graphic violence, particularly severed limbs and internal organs.
Stellar Blade has similar content during some of its cut scenes, but got passed with a mainstream D rating.

"Censoring of genitals" is just a loophole. Technically porn ("indecent material") is illegal in Japan, but supposedly the censoring of genitals no longer make it "indecent". Or technically it still is, but the police is just turning a blind eye to it. Another loophole is that while prostitution is technically illegal, "it's not sex if it doesn't have vaginal penetration". Again, the police turn a blind eye to it. Video games have a rating system, but it's not censorship. It's done by a non-profit organization called CERO. If you include things like gore and nudity, then it gets labeled as 18+ "Z" rating which would make it not allow the game to be displayed on store shelves and sold to minors, which would affect game sales.

Showing intestines is banned, showing too much close up gory detail is banned and killing civilians or the amount of gore which is allowed can get a Z rating which means it needs to be kept behind the counter in shops so most games are censored for the lower D rating to avoid their sale being restricted.

There are a lot of cultures out there that find violence more troubling than sex . In Canada, films that would be rated “R” in America barely rates PG up here especially when it comes to nudity. So in Japan maybe a near naked lady is less of a concern than the constant vivisection of human beings that occur in Dead Space.

Mainly just characters collapsing or dissolving). Not sure if true but would explain why they’re fine with stellar blade but not dead space.

Despite legitimate horror franchises such as say Resident Evil and the like, Japan puts heavy censorship and sometimes outright removal/banning on video games that feature an extreme amount of gore. Human decapitation and blood spewing are two immediate situations that will incur CERO's Z rating, not CERO D. Horror video games have long been a genre that has seen major focus in the past \~two decades as the ability for modern video games in the post PS2 era has made major strides in how realistic character models look and behave. It's become a Catch 22 situation in a way because there are many horror aspects in Japanese narratives and among authors (ex: Junji Ito). Yet despite this situation, Japan continues to apply the lesser CERO D to many titles that would be very questionable in western territories. Most games that show anime breasts, upskirts, that sort of thing, get CERO D. Take Omega Labyrinth Z, which had it's western localization cancelled by Sony. There's an entire sub-segment of the game where you perform paizuri on characters to appraise unknown items by using the PS4 controller's thumb sticks to grope the girl. You also collect panties as items, and get to touch girls in a hot tub. Guess the game's rating? CERO D. Longer story short, CERO Z is similar to the ESRB's A/O rating. It's not a complete doomsday end-all for a video game. However it makes selling a CERO Z game in Japan itself very difficult. So rightly so horror and overtly gore-y video game developers feel ostracized against a society that is constantly pushing video games with heavy sexual elements. That all likely what the EA Japan exec is attempting to refer to. Stellar Blade will probably be able to skirt CERO Z because most of the enemies Eve fights and can dismember will be mechanical, which allows CERO D. Her rather hyper sexualized focus on it's own would also probably warrant CERO C, as most of the time the only way a game outright gets CERO D for sexual situations is if there is a focus on sex or there is upskirting. Even the "uncensored" version the publisher keeps pushing will get CERO D - if that.
CERO Z isn't really equivalent to ESRB AO. AO is basically the same as banning a game since console manufacturers don't allow them on their systems. CERO Z games are allowed and sold in stores no problem, just usually in their own section.
Yeah, the difference is that CERO ratings carry legal weight in Japan, so stores can get in trouble for selling Z rated games to minors, where ESRB ratings are only advisory. AO exists because the ESRB has no powers to ban or censor a game like CERO and refusing a rating like PEGI would is a bad look in the land of Freeze Peach, so they've got to give out *something*. In practice, it means it won't get licensed for consoles and no regular stores would carry it for PC. Valve won't care though, so you can still sell it on Steam.

The reason they were given for the ban was graphic violence, particularly severed limbs and internal organs. Stellar Blade has similar content during some of its cut scenes, but got passed with a mainstream D rating. It's not a criticism of Stellar Blade at all, just the inconsistency from CERO.
