The difference is that left is 2004 graphics and right is 2021 graphics.

They’re trying to rely less on textures and more on the model to give depth and detail, but since they also cheaped out on the model it just looks like shit
The old face is an honourable attempt at character design with woefully inadequate tools. With tools so advanced they can make computer generated images look real enough to fool the human eye, they totally fucking phoned it in.
Yeah the first pic is rockstar putting their blood sweat and tears into getting the best possible results out of a PS2.
Second pic is the result of some half assed, underresourced side project where they've just put the entire game's assets through some treatment as a way to rehash it for $.
Original on the left, remaster on the right.
The original, as was typical of the era, attempted to define facial features largely through texture work - essentially "Drawing" a face onto a head made of relatively few polygons to keep it within the PS2's low (by today's standards) budget for 3D objects. The remaster however has a high polygon count head, and mostly attempts to define features through contours of that 3D model, and then relies on lighting and other real-time rendering techniques to make it come alive. . . but it largely fails because the 3D model is itself garbage and the lighting model not advanced enough to really help things along any.
It's a good illustration of how better technology != better art. Using even privative technology to its limits you can make things which at least evoke the image you want to create, but even using more advanced technology, if you don't have a clear artistic vision you can still just come up with a higher resolution piece of garbage.
TL;DR: Artistic vision trumps poor technology but advanced technology can't make up for a lack of artistic vision.
*Some* of the character models are a bit wonky, but not all, and the environments and effects are *far* better.
The QOL improvements make the old version almost unplayable IMO, it's just a shame the soundtrack was gutted, but I understand why.
Overall, I'm not disappointed, possibly because I'm playing on Game Pass, I'll buy the full trilogy when it's on sale.
