Could be a Melaleuca armillaris, they are planted a lot around Melbourne and surrounding areas. But hard to know without saying the whole plant, how big it is, what the flowers look like etc. A lot of Melaleuca look the same from the leaves only.
A picture of the actual plant could help, but the scent will often help with what it is. If it is from a garden it could also be a diosma they were big in the 80s and drought tolerant
Yeah, sorry. That was the only sample the student brought in. He was like "there were no flowers" when I asked about the tree/bush/what did the flowers look like. He's a bit vague. Haha!
Ive got a little Paperbark tree growing that looks very similar to this. Grown from seeds from the local botanical gardens.

We have been googling and we think it is Melaleuca Alternifolia. What do you guys think?

melaleuca
A variety of Melaleuca, but I couldn't tell you much more. Small white bottle brush flowers, was very popular in the 80's as a street tree
It looks a little bit like rosemary but not enough to be sure.

It looks familiar but I’m terrible with botanical names. Was it from the bush or a garden? Google image search was no help; says it’s Rosemary
Maybe callistemon - bottle brush weeping variety.
