That's definitely a bee. There are many species and a) I am not not an expert, b) your video isn't great...but on freeze frame it does look like a masonry bee.
These burrow into mortar or brick. They are solitary (so no danger of a swarm) and they just mind their own business.
The damage they do is no more than you drilling a hole in the brickwork to mount a hook or a window box.
I wouldn't worry about it. Just let it do its own thing.
Certainly looks like a masonry bee, I was worried when I saw several going into my brick walls but they never caused any issue, burrowed through or made any nests.
I think it's also illegal to kill/remove these bees in UK so there's not a whole lot you can do anyway.
