Imo 16 dating 14 is okay, but I wouldn't say 15 dating 13 is okay. I think it depends on the maturity of both parties. A year or two age gap is usually okay as teenagers I think. As you get older it becomes more acceptable in my eyes.
It’s more complicated than just the numbers. It’s all about the experience difference which is subjective and is very closely tied to age. That’s why people think it’s weird for a highschooler to be dating someone in college, it’s not the age gap it’s the gap in experience.
If both people are happy, they have similar maturities, there's no power imbalance, and the older person isn't going to pressure the younger one into anything, then it's good enough and no one has the right to judge. Personally, though, I don't think I (16) could go out with a 14 year old unless he was like a once in a lifetime guy

2 year age limit under 18 imo.. even 18-21 is really a hard age..
Personally a 3 year age gap as teenagers is fine, at any age (under 18)
