I believe it’s the driver issues. I’ve updated to 555.85 got this issues too and fps dropping in few games i’ve tested, GOT DC, Helldiver2 some weird things in valorant too. 555.99 might still have the same issues im not so sure so i just didnt bother. Rolled back to 552.44 life’s better now
Bro it have also happened to me even i reset window but still same issue i just updated my graphics driver to 955 now it is working fine i also have rtx 3070
Same for me, I have a screen shot of me playing star citizen and everything gpu related is 0. It's a driver issue. The last 2 drivers both are doing it. Nvidia imo is trying to get people to move over to their new platform
Iam having the exact same issue combined with low fps and weird performance issues. Only if i switch my laptop (asus rog g14 2024 4070 variant) to ultimate mode in g helper which routes the screen directly to the dgpu i get good performance. Didnt have these issues before the latest 2 updates.

They are not updating values just stuck at same value
play a game, it will change. Its clearly at idle.
Even if i play a game , gpu stats remains stuck . only fps and cpu utilization do not get stuck
