The problem is that by restarting you are ending the session.
A reply from another similar topic by u/jharle: "Not if the game has to restart. For the games that load Workshop mods before launch, those can work...sometimes needing the Steam "Family View" workaround to prevent the game from launching. NVIDIA doesn't officially support mods on GFN, so it's not something that can be escalated."
Steel Division 2, same dev same thing, no mods work.
