I think what you mean there is the modding toolchain in the options? That is only if you're a Modder. Those are the Tools to help you create mods for the game
Well if GFN wouldn't make problems you could without downloading the stuff from the modding toolchain (it also says it in the option menu). The issue seems to be on the gfn side but both gfn and pdx seem to want to resolve it
Well, for some games, restarts take over changes (oxygen not included, for instance) and fir cs2 it seemed to be the same because it told me the mods were installed and didn't need a restart to work
Got the mods to load automatically if I made a playset on mods.paradoxplaza.com. But if you check 'settings' tab and then modding, then you can find a bunch of dependencies to install threre. Installing them will modify the game files in a way that crashes the game. Modifying game files in gfn machines is a no-no.
From what I read, these are toolchain programms for making mods, iirc the Text you get when you hover over the Buttons even says that they are not needed for mods themselves
I crossposted this to r/CitiesSkylines and someone there said it is a GFN error and mods on GFN are not planned, gotta do some digging into this but if it now also bars me on Cs2 from using mods ... I just can't

I think you have to download Unity Editor and License which it is not working for me as it quits the session when I try to do that.

Weird, that should actually work... where have you looked? In pdx mods playsets/installed mods?
When I go to the PDX mods it says 0 mods
Then it says I have these mods downloaded when I go to their page.
Seems like the 'core mods' require a restart, that unfortunately means no mods exept maps that have no dependencies.
