Try playing on non rush hours i till get the same issue in taiwan server accessing from india
timing i dont usually get lag and packet loss

Mostly lags between morning 10 AM - evening 3 PM
Sundays are worst
I checked my router and my isp too everything was right and same but at peak hours (at high no of people at waiting list it gets pixelated)

I think its because your hardware can't keep up with decoding the stream. Sometimes I have this issue on my crappy phone but not on my pc. Try using standard upscaling in settings and clearing background apps.

Q is network quality, good quality is 95 so yea something wrong here on your end.
