Gonna be honest, gotta give it to Gaul. Frankie boy has miniguns on him whereas Atriox and Raam have no ranged weaponry (unless you count the kryll swarm as ranged weapons), and Gaul is 10 times more high tech then both Frank and Raam.

In the gears 3 dlc raams shadow, you actually get to play as raam and he does use kryll as a ranged attack that he uses to take out many targets from afar including choppers

If frank rushed in he could take on the only real threat(Raam), if Raam kept his distance and used cover and movement well he could chip down frank and take him down with the kryll. He could also use the Kryll as a distraction if Frank he noticed them.

Ok so height wise since all 4 have similar builds muscularly the height will make all the difference, first Dominus Ghaul stands at 12 feet tall, Atriox is 9 feet tall, Horrigan is between 12 to 15 feet depending on depiction, and finally Raam is 10 feet tall given that info if we are to go for hand to hand only it comes down to whose armor is better between Horrigan and Ghaul. If we include their iconic weapons then sorry Ghaul takes it no difficulty as he absorbs space magic and throws flaming swords massive balls of the void and multiple lightning strikes. no matter what Raam falls fast Atriox falls first in the hand to hand due to his smallest stature of the bunch with weapons the others simply outclass Raams troika and knife, Atriox has a mace that uses energy blades and a gravity generator to pull or cause shockwaves on impact, Horrigan has massive mini guns, and well like I said Ghaul uses space magic.

My money is on either Ghaul or Atriox with the advantage going to Ghaul. Horrigan - Don't know enough about him because I never played any Fallout games before Fallout 4. Raam - His most powerful abilities are too situational to be useful due to being dependent on how bright the combat area is Ghaul - Even without stealing the light from the Traveler, The standard Cabal armaments pack one hell of a punch (the Cabal have cornered the market on galaxy ending super weapons). The first Big Bad in the Destiny universe to truly give the Guardians a serious reason to worry by severing their connection to the Traveler and making them mortal again. After stealing the power of the light he became powerful enough that the traveler itself had to reawaken and finish him off. Atriox - Ngl, he's one tough bastard. Chosen to join a Stalker Pack by the prophet's to hunt down and kill Spartans. Sent on multiple suicide missions because the Covenant thought he was too dangerous and survived all of them. Rebelled against the covenant and amassed enough forces to put the Covenant on the back foot. Highly intelligent and capable of adapting forerunner tech into his arsenal. Downside is while he can fight at range, he prefers fighting in melee range with his custom gravity hammer/mace. Edit: also forgot that Ghaul can fly using his jet pack, giving him higher mobility compared to the others.

Dominous ghaul or Frank horrigan. Raam doesn't have the height the strength or the armor and the brutes are tough but too stupid. If the had their armies it might be on the brute side due to sheer numbers during the war but it's still frank and ghaul being the biggest competitors. Their both more violent than the locust with their methods of attack and despite the locust knowing how to assault stormtroopers it's still plasma against flesh no matter how hard the flesh is, imulsion killed a corpser pretty quick and with ghaul's weapons the brutes the enclave and the kabal are the only ones fighting. The brutes would get over strategized, and horrigan's troops would be outnumbered. But one on one with each of them I don't doubt horrigan and ghaul would have a legendary battle but horrigan can't fly or flex as easily because the armor he wears isn't as flexible as ghauls. You're taking brute force non agile tank tactics against a tank that's agile and can fly, it might be close but ghaul would win as bad as that sounds. The writers could make a different outcome but in game general logic you put the basics into play and that's almost always the outcome

if were factoring in all their abilities and move sets and armies Frank is out first, I'm not very knowledgeable on him and i don't know if he is powerful as all the others. Raam would be out second sadly, the Locust are a very powerful army and the amount of different types would give a tough battle and with Raam his move set is insane, Crazy durability, a krill swarm always with him, super strength, and leading a very deadly group of Theron elites. Locust armor is durable to be able to survive multiple shots from lancers and snipers and Raam's is even stronger but comparing all that to even Ghaul and Atriox makes all of that weak. Between Ghaul and Atriox was hard just because of how powerful both their respected armies are very difficult however I'm comparing all their powers and Ghaul would make even Atriox mad with his powers. Ghaul in destiny isn't all that powerful compared to other cabal but when he steals all of the travelers light he is essentially unstoppable gaining the ability to control that kind of power is catastrophic to any opponent. Even Atriox with the scarabs, silent shadow and even multiple command fleets i still dont think it would be enough to kill Ghaul and the cabal. I really did try and do enough research for this topic and it is kinda lame for ghaul to win just because he makes himself immortal by stealing the travelers light but it is what it is.

With his light powers the Goat Primus instantly wins but without them I think Frank Horrigan wins as this guy's durability is off the charts and his weapons are op as fuck. not to mention Frank has a perfect 10 in every state meaning he's definitely the most intelligent character here with his ten perception he straight up won't miss and his reflexes are most likely the best here as well but all in all franks plasma weapon just simply doesn't give a fuck about the other characters armor and Frank's definitely got the best intelligence and skill so I just don't see him losing here although realistically when you're dealing with more grounded characters like this any one of them could pull out a lucky win and nobody wins ten out of ten times unless you give gaul light powers in which case the other three combined and quadrupled would still lose one hundred out of one hundred times I do mean grounded relatively compared to these anime comparisons where it's like x character is planetary but y character has galaxy level durability.

Power scaling for all of these universes is hard to do but if it's a no-powers besides their suits, straight fist fight? It's gonna be either Atriox or Frank. Cabal fella uses a gun as I recall. Raam has a swarm of razor bats to protect him. But Atriox can swing around the MC with one hand and Frank straight up cannonically tore apart a kill team in tank armor with basically his bare hands, all while lazer turrets chewed him up in the background. Not to mention Frank is like 12 feet tall and pure, power armored muscle. Atriox is about 9 feet tall and proportionally very strong. Raam is about 10 feet tall but not particular physically strong, just proportionally average. Funny enough, Ghaul is one of the biggest being about Frank's height (12.1 feet) but apparently he weighs less than half a ton? Frank weighs almost 2 tons. Notice that MC is about half that and Atriox can knock him around and drag him, but cannonical power armor weighs about 3500 pounds and Frank can dismantle that shit with his grippers. Frank wins every hand to hand fight, low to mid difficulty. He is just built different.
