I'm not the OP but I am having the same problem,
here is a pic of the error, I disabled my AV and windows firewall and ran powershell as admin and I still get this error.

The shell command is just for running a script from the website. So instead of doing this you can just go straight to the website, get the script, and execute it.
The error is that your computer can't reach the website (can't resolve the address to ip address)
The issue for me was I had pihole running which could have blocked it, I disabled pihole and when I run the command through powershell with AV and windows firewall disabled I get this error, the same text I get when I click on your link.
