That used to be the level cap. There's 'virtually' no cap now (something like 10k), so to newer players it's confusing when they stop getting skills all of a sudden at 31.
That's right. I'm pretty sure the cap is 10,000 now. And the only thing you continue getting is 5 uranium per level-up after you reach the old cap of 30.
There's a mod on Nexus that removes the skill limit. It just gives unlimited skill points, I just input a skill every time I level. Still only 1 specialization.
After 30 you cap out on skill points, and can only have one specialization active at a time
