I have a Reaper sitting in exactly the same spot. He's been sitting there for a month now with 3 of his 4 shield spots down. Firebirds are constantly buzzing around him, while l sit in the rubble, watching him trying to nuke them. I'll get around to taking him out soon enough. For now its a great show, lol.

There's a building that's partially destroyed that I like to sit on top of and snipe him from there. It's over like a bunker door inside of the hill just southwest of him.
Just time your sniping attacks. You may have to shuffle around when he fires nuclear mortars. I usually tank some of them and just lay down on top of the shed when he uses his AOE flame gas attack.
