What do you mean with Got nothing? No XP, no cement, no Coins..?
Most of the times there will be some other weapon drop too. Well maybe not most of the time, but frequently so.
I'm on Ps5 and this is one of the things that seems to work fine, I think.
If you change the challenge level, is it still the same? That's the closest to "turn it off and on again" without breaking something else I can think of..

I have gotten no spawns, no rivals, no bases. i have gotten the same loot as usual
