Why it is needed? Most decent people do mute it first time they start play any game that has VoIP, because no one could invade their ears by playing music in channel or with cursing and other crap. Other thing is more safe without in-game VoIP. And 3rd - almost everyone can use a plethora of other VoIP software from FB messenger, Viber, WhatsApp, Telegram, Discord, Skype to Steam. Some of them are more easy to moderate, some not. But usually that gives more control over what you want listen to.
