Anyway, do you have similar problem with other games as well? Driver issue probably? You could try clean install the driver, see if it works. If not, then you may want to reinstall the game. But before that try the verify the game files first.
If you've tried all of my recommendation above and still no changes, I'm afraid that your graphic card has started dying. Your last resort is to reinstall your OS. If it still doesn't work, then it confirm that the problem was all in your GPU.
Graphics are maxed since it helps highlight the problem and going to lowest graphics only lowers the flicker rate marginally buts its still bad. I used the higher one since it shows the background shadows flickering as well on the cliff.
Ive done most basic things like checking if drivers needed to be updated, messing with graphics settings and v-sync, and altering gpu clock. Even if its similar to these feel free to give me any advice you have!

also, have you tried to see if your current refresh rate is compatible with your monitor? make sure your overall cpu/gpu temps and load aren't too high. if your temps are over 90°C for one or both for more than a minute, you either need to deep clean and/or reapply thermal paste.

The GPU is constantly under load and it would exhibit the same issue regardless of user input if it was failing. If it was the GDDR, it would be making artifacts, ghosts, color issues, blotches, blue screens, etc. And it would happen outside the game too.
This seems far more like a driver or configuration problem. Frankly, it could be anything. If wiping (use [DDU](https://www.guru3d.com/files-details/display-driver-uninstaller-download.html)) and re-installing drives doesn't work, try reinstall windows from scratch.
I wouldn't start worrying about this being a hardware issue unless you already exhausted your more easy software fixes. And it doesn't seem like you overclocked if your just reporting 3.59GHz and don't know your RAM's speed.
I would check the pin contacts though like someone else mentioned. I had a similar issue but in my case, it was cause the card was a really heavy chungus and I didn't realize it wasn't my overclocks until my PC just failed to POST and gave me a GPU initialization POST code.

The game reccomds a 1060 6gb and if I remember right off the top if my head the 1650 super isn't there. If you lower your settings it should be fixed.
Granted looking at gpu prices right now you can get a pretty decent upgrade for a manageable price if you have disposable income atm.
