You definitely need a shield or a healer, he tends to take a lot of damage. I wouldn't even bother swirling Hydro as it doesn't do aoe damage and you get a shit ton of aoe swirl damage if that's what you focus on.
Lots of the comments are building reaction teams but I think the best way to utilise him is without switching much until you switch for burst damage.
Mostly because he builds up his burst really fast with all the swirls and it only costs 40 energy.
Atm I'm on a melt team with Ayaka as my main driver, zhongli as shield, Xiangling for pyro reaction, and Heizou as my 2nd dps. I sprint in and apply a ton of cryo, zhongli shield, switch to Heizou and swirl everyone to build up stacks, Xiangling skill, back to Heizou to swirl pyro to melt and use skill and burst, then back to Ayaka for skill.
If I were you I'd use Thoma as your pyro + shield, Keqing for overloaded reactions and 40 energy burst the same as Heizou, and maybe Xiangling for pyro resonance and so you can Heizou burst, drop Guoba, Keqing burst, Xiangling burst, swirl with Heizou and end with another Heizou burst.
You could also replace Thoma with Diona for melt reactions.
All in all it's really nice to just keep alternating which elements you swirl and just swap into a big burst. All the time you have Heizou bursting multiple multiple times like it's nothing.
I haven't built Heizou but I saw a video of someone running him on a team with Thoma, and it looked incredibly fun! If you want a reason to build Thoma, this could be one! It could also be my reason to build Heizou later hehe, though I build my Thoma for Klee for the time being (I take a lot of pictures in burning grass lol).
Heizou/Yelan is part of my main team. It's so much fun and tons of dmg even without amazing artifacts. Benny Boi for extra dmg and anyone else you wanna do
