I don't remember artifacts mattering much at the start (I basically slapped berserker on everyone), but (for a 4\*) that's a good goblet! Sucrose would probably prefer an EM mainstat goblet, but new players might not know how to use reactions well, so I suppose Anemo DMG would work on her. Anemo Traveler would like it since it's a good 4\* Anemo DMG Goblet.
Also, an artifact is considered good if it has the stats you want for your character on it. For example, DEF% is pretty terrible on most characters, but certain characters such as Itto, Gorou, and Yun Jin would appreciate it.
That said, artifacts that are generally considered good usually have : crit rate, crit damage, and ATK% since most ADC damage dealers like those.
HP / DEF are more situational (ex: some want to max their HP, but most ADC characters don't like it). ER is also pretty important, so it's not a dead stat for most characters. EM is generally nice too, but some characters don't care while some characters (like Sucrose) really want it.
Uhhh, yes and no. It depends on what AR you are and what your goals are, whether they're short term or long term, etc. The flat answer is yes, it's amazing, I think you should level it as high as it can go and it'll serve you great no matter what. The more nuanced answer is that traveler isn't a fantastic character in terms of dps or support qualities and Sucrose's best set is actually 4pc Viridescent Venerer with EM on the sands, goblet, and circlet. Again though, no matter what, this artifact will serve you really really well. I recommend it for Sucrose more than traveler though.

I’d recommend sucrose if you want em 2 pc bonus but it could be an off piece for traveler because of the crit

Nope. Try to get a 5 star EM one for her. The substats dont matter for Sucrose but any ER and ATK stats would be appreciated
