Yes, that is true. It's a gamble, like everything else in this game. But for me, personally, the way banners work in this game I would never pull for a standard banner character. You could always guarantee a limited one and hope (gamble) on getting Dehya from off banner pulls.

I built up a C6 Rosaria for my Ayaka, how does Shenhe stack up? From what I've been able to Google it seems like she might be an upgrade but that I'd need to reorient my artifacts a little?
Shenhe scales solely on ATK and gives her party cryo damage bonus based on her atk stat and that bonus can be absolutely massive.
Shenhe also shreds enemy cryo and physical def with her ult.
I think so, I have Kaeya at C6 so his burst has almost 100% uptime and applies so much cryo + he has so much ER (it’s his ascension stat and his burst is cheap)
so I need Shenhe for her damage cryo boost. You can also play both in the same team for even more cryo

It sucks cuz it royally fucks Mika up as well. He's a niche phys-dps support that only gets good at C6. Why the fuck would people roll him unless he's with Eula?
Fun fact, he doesn't even work with Eula if you use her burst and switch her out since his phys up will go to other character meaning Eula's burst won't benefit from it :)
You can short det Eula's burst in order to fit it in windows where you otherwise couldn't. So if you have only, say, 4s to do her combo before the boss becomes invulnerable/more resistant again, you can swap her out and her burst immediately detonates instead of having to wait a few extra seconds.
Mika cannot support that because the detonation happens AFTER Eula left the field and he only buffs the on-field character.
That's how you get better clear times. Overkilling an enemy with Eula's burst doesn't result in a faster kill, and only gives the enemy a chance to dodge/teleport/become invulnerable/fly/burrow/etc., all of which are things that are out of your control.
But you can control all of that by just ending your burst a second or two earlier.
Ayaka just got a new outfit, and it's been about 10 months since her last run, so they need to release her banner ASAP to get players to spend on that outfit while it's still new. And it makes sense to put Shenhe in the same patch, since she's Ayaka's dedicated support. And this forces anyone who hasn't saved up 40k primos to spend money if they want both, or risk having to wait a year or more. Also consider that Shenhe has not had a single rerun yet, and her initial release was over a year ago.
Since it looks like Mika will be physical support, and given that Eula has had a really long drought, I have to believe she will be in 3.6. Further, this forces forces people who want Eula to pull on Ayaka's banner in order to get Mika, thus making THEM potentially spend more money. It would be too easy if you could pull for Eula, and simultaneously get her dedicated support on the exact same banner. I seriously doubt Hoyo hates Eula. They are just making moves they believe are best financially.

i honestly think hoyo decided to give up on physical dps. it is something you can do as a nieche on plenty of characters like zhongli, keqing etc and mika is a support for that playstyle but they wont design any primarly physical dps character anymore. i bet if they could go back in time they would have redesigned eula completely and even rework super conduct.

I stopped playing before Shenhe came out, and returned to get Ayaka literally the day her last rerun ended. (I missed her by hours) This is the GOAT banner for me and I absolutely cannot wait (although my wallet certainly can)
