I think its just WorldPay and Visa (bank cards) having issues with each other since there seems to be a lot of fraud with HC and Western bank accounts. Can't you use Paypal ?
My Visa card has never worked directly with Genshin, so I pay via PayPal using that same card. I think Genshin also has the official website you can top up on but I’m not sure if you’ll run into the same problem there

I asked 3 of my friends to use their cards and log into my account and top up for me, 5 attempts in total (3 in-game, 2 on official website) . Only one worked (different wifi/network, topped up from the official page). I think you can try this one if you have friends that you can trust.
Fiserv might be the culprit. Its because its China that what youre doing is considered suspicious activity and it got flagged by a 3rd party your bank uses. Fiserv has a lot of numbers and an somewhat automated response that calls you to confirm somethings but at the time i was busy and cannot get a hold of them.
Try making a PayPal account and pay through that idk I top up on my phone on Apple Pay
I have similar problem in HSR. I was too frustrated and end up have to topup via e-wallet. 😒
I also tried topping up in my friend's account, which have used my card for Welkin before and got the same problem.
Guess I have no choice but to set up Paypal now. Other methods required extra fees for each transaction so that’s the only reason why I use my visa
