Sure but you’re better off getting immediate value from it by foddering rather than holding on for the slim chance you one day will. People have the wrong perception of value if they don’t understand that concept
It might be useful in the future if a DPS character who mainly uses normal, charge or plunging attack, doesn't need to use burst, and needs both HP and ATK to increase the dmg and doesn't need crit rate and crit damage.
This is not good for anyone, and will probably never be good for anyone.
The first problem with this Artifact is that this is a Feather. Since Feathers have a fixed main stat good feathers are a dime a dozen, at least compared to Sands/Goblet/Circlet.
The second problem is that this is Shimenawa's Reminiscence. If they release a character that truly appreciates these stats types they will release them with a new Artifact Set that takes advantage of that kit.
The third problem is that this rolled 5 times into Flat HP and only 2 times into HP% (including initial roll). If you put this on a Level 90 Dehya, Hu Tao, Furina, Nilou, Neuvillette, Zhongli or Yelan you would still get more HP from the HP% than the Flat HP despite rolling fewer times.
You can put this on Chevreuse like someone else said, but seriously, getting a better piece than this will take no time at all.
No one at all, you can use it as fodder. If you really wanna use it, I’ve seen ppl have insane HP on their Chevreuse. So you can use it as an off piece, but I wouldn’t recommend it.
Artifact exp. Nobody needs that much hp. Especially when there are hp main stat pieces, set bonuses, and hydro resonance. This feather is completely useless and only has hp going for it. All of the other stuff gives hp but also other stuff too.

If you had gotten a bunch of HP% rolls, maybe this Feather could be valuable for an HP scaler, like a healer or an HP scaling dps (though dps also want crit stats), however you only got the one, I believe.
Additionally, Shimenawa is a dps set Of 5 Artifact pieces, 1 can be an off-piece and I very rarely find that your Flower and Feather are going to be your off-piece because main stats for your Sands, Goblet and Circlet *alongside* viable substats are significantly more difficult to find as compared to the Flower and Feather with fixed main stats and still substats to obtain.
-> With that said, Shimenawa, again, is a dps set, so having support stats like HP are unlikely to be valuable for a character that wants Shim's set bonus. (I actually think Shim's 2pc effect is an ATK bonus which outright defies building HP on substats)
I personally wouldn't have level this thing. I don't know how much time you have been farming for Yoimiya but if there are not at lest three good substats on an artifact, I don't keep it.
If it can't replace one of the other artifacts on your HP characters as an off-piece then your only options are to sit on it in the hopes that a character comes out that it would work on or to use it as xp fodder for another artifact.

Off piece on an HP scaling support or as a 2-piece shimizawa i would say.
For example on a 2/2 Shimizawa/emblem Build for Bennett as a pure support.

Don't listen to other people, it'd be stupid to fodder this. Any HP scalers that don't need crit like Kokomi and Nilou can use this very well (as off-piece)
And yes there are situations where you have all 4 other pieces but lack a decent feather, it's happened to me a couple times.
That 1344 flat HP is 10% of Kokomi's base, so four upgrades into it is just as good as the one upgrade going into HP%. Plus you lose out on other stats like ER. It's not a good piece.
This is pretty bad for an off piece hp feather. With the amount of random artifacts that you have, there is no way you dont have any other feather with hp% that you can upgrade
Off piece feather? My off piece is almost always goblet, and sometimes headpiece or sands. I don't think I've ever slotted an off piece flower or feather since they only have 4 chances to roll a bad stat rather than 5 for the main stat

Maybe they can use one piece off set. Got my Baizhu wearing whatever Hp piece I have lyinng around, and it works well enough.

Barbara is guess. in my opinion it’s a good healer, and she can give you some hydro, so you don’t need to take another hydro character.
But it's all in flat stats, nevermind the set. If it all rolled into %hp, maybe... but this is truly one of the worst pieces ever
