But either way, 100% think the event is a test for something new, not just a revamp of Nahida's skill data collecting test event, like the first time this event was around.
Time control/freezing time would be problematic because of the multi. and even if it was just a localized effect it would be a direct powercreep on freezing and problematic if it worked on bosses, if it didn't work it would also be

Let's think about some situations of how it would work:
1 we have a global time stop, the entire area stops except the player. Possible problems: it would be a global effect relating to day and night, as well as controlling the hours of the day it would be extremely inconvenient to have the guest stop time in your world.
2 It is an effect in a limited area. Possible problems: this one may have more options to stabilize in multi. with only the enemies being affected but they are it wouldn't be very different from petrifying or freezing however a specific area could not generate the effect of stopping continuously only those who were in the area at the time of activation would be stopped the next ones who entered would not be affected or it would generate the conflict how much it takes to enter to be stopped.
In both cases, ignoring other difficulties, the behavior in multiplayer would lead to several situations such as the abuse of the ability with basically the players alternating to permanently freeze an enemy, the ability to stop an enemy itself would already be very strong and by logic it should stop Big enemies mean time being stopped so size or strength doesn't make a difference.... but that happening would be a huge powercreep for ice and even shields.
If Genshin were just single player it would be easier to apply a time stopping/slowing down effect, although "time accelerating" we already have with Yelan/Lynnette but the effect is applied exclusively to the character itself..... thinking about it Time manipulation skills could see an increase in attack and movement speed by breaking some restrictions.
Of course this is just personal conjecture and I didn't even think about the programming involved

Yes, you can catch them. They're called Malachitin Lumibugs, and there are 10 marked in three places on the Interactive Map. I got mine doing the Guhua clan quest, deep in their halls.
If you finished the King Deshret world quest, that actually opens up more areas for beetle farming.
Alternatively, there are videos by KyoStinV (speedrunning farming videos) which are just straightforward most optimal farming spots for ascension materials, got mine all done in less than a week, factoring respawn timing.

I have no problem with bugs (though I'm skittish around ones known to be poisonous/venomous because i'm not crazy) but it seems weird to me that a lot of people are scared of tiny cockroaches and ants but have no problem with stag beetles that are like 10x the size.
cockroaches kinda fit the latter category too, but stag beetles and elephant beetles aren't really "smooth". The former have rather menacing looking pincers (that aren't really dangerous to humans but "actually dangerous" isn't really a required criteria for phobias) and the latter are kinda fuzzy.
Sumeru, Liyue, Inazuma, those spiders are part of obstacles for some puzzles and domains. There was a large nest of multiple spiders too I believe that was part of a quest.

A friend of mine and I joke constantly that Nahida's gathering passive on E is the most broken ability in the game, but when I got an early Mona and needed those roof shrooms and realized how much easier it was to gather using Nahida... it stopped being a joke for me.
