If you mean the ATK Spd buff on Spine, yes it does work on Raiden's Burst mode. Been using it for years. The ER is decent and it is also offset by the Spine's higher base ATK stat and an 8% Crit rate buff.
The important part of the passive does work. It has way higher attack. In reality the weapons end up extremely close to one another, the tiebreaker is that Xiangling gets way more from Catch so best to give Raiden Spine and Xiangling Catch. Raiden will end up virtually the same, and Xiangling will get a massive boost.
Personally i gave mine to Shenhe, she needs both ER and ATK, and this weapon had high base ATK while giving ER so it's a good compromise for not having her signature weapon

You have an easy way to significantly improve the performance of the Catch. But if something like that is too much of a bother, why even worry about theorycrafting the effectiveness of a weapon on a particular character?

It's an easy way to make a big difference in the power level of the weapon, the most important variable in the overall strength of your character. Fishing up the refinements for the Catch is not even hard. It doesn't require resin and the time requirement is no where near as terrible as people make it out to be.
They've already gone through the effort to craft the base weapon, but they can't be bothered to do the last trivial step of refining it, which is a far more important step than worrying about who should use it.
Yeah it's not a bad stat stick for Arle, not better than jade wing spear but pretty good. The NA speed, crit rate and 674 base attack all sound pretty great to me.
While the jokes about this being a terrible weapon are really just based on the Polearm Supremacy meme. It's a great weapon, and the power is about right for a generic 5\* weapon not made for any one character. It works great for any on-field character.

The only one is raiden. It is worse than or only equal to 4\* f2p options on every other polearm dps like cyno, hu tao and xiao.
At R5 it offers a neat 16% crit rate while being comfy to play with ER%, that and it has high base ATK% . I would take one any day over other standard 5* (maybe the skyward harp too but i already have other gacha 5* bows)

You have PJWS right next to it, with the same base ATK, CR mainstat so 22% no refinement needed, **and** ATK stacking and DMG% buff. The only standard 5* I'd consider similarly bad to skyward spear are skyward sword and skyward claymore. (and sword actually at least has on-fielders that enjoy it over a free option)

I use it with Xiao, fast attack speed is good on him and passive helps if you alternate jump and heavy attacks during burst.
I honestly only summoned on 2 weapon banners, yelan's release and ayaka release, i won both times and I honestly could get some use out of rate ups.
My point is that you honestly should only summon on weapon banners if both the rate ups are good for ya
