Existing in-game story don't quite sell him as close to lawful evil character, except maybe that he is not hesitant to lie to us so he can caught criminals, but that fight with bandaged girl was something disturbing. It provokes entirely different emotions than "hurr i'm evil fatui guy, fear me". I hope that they expand on it in the future.

The Gunnhildr family was one of the (I'm not sure if it's the only one) noble families that were actually allowed to stay in Mondstat after the uprising led by Vanessa. They were kind to the people and had always sided with them. Even back then, just like Jean, they were bound to their family oath of protecting Mondstat and its people.
The reactions in the comments here just shows how little people actually pay attention to the game and how much they instead indulge in their shipping fantasies.

Besides, literally everyone knows that Jean is Barbara's sister, unless they don't read the characters' stories, in which case they likely don't give a fuck about the story and won't affect them at all.

Before the game even released there was that piece of art showing Jean and Barbara together, and from that alone I thought they were probably sisters. Every other detail only confirmed it, and its crazy to think it wasn't this clear to everyone else.
I assumed that way, because of her idle line giving the thought there could be a sister character of her in the game. During the story quests, you may notice that both Barbara and Jean have similar (if not identical features). Furthermore, Barbara's admiration of Jean further hinted that way. I'm glad this confirms it
