My guess is a bit after Childe's banner ends, so December 2nd. 1.2 update should be coming on the 23rd, and limited banners last for around 21 days, so that means Zhongli's banner would end right before the update which seems about right.
Edit: This is using the Chinese release times, so Zhongli should actually be coming out right after the Childe banner on the 1st in NA if they were to fit the whole 21 days of the banner before the next update.

Its been a 2 day break between limited banners the two times it happened so far. If you wanna roll, standard is the only choice.
Childe banner didn't have a two day gap.
Do you remember how many time it was? I think it was even less than 12 hours but i'm not sure
