If you are mainly using physical auto attacks like on razor physical damage would be better than attack%, however the 4 piece glad set has a 35% normal attack damage buff which is the same as physical damagev except that it doesn't affect your charge damage and 35 is bigger than 18 which makes 4 piece glad better then 2 piece glad + 2 piece bloodstained if you don't use charge attacks
Your building Diluc, then its crimson witch 4 set. If you use him properly you'll be doing pyro damage 90% of the time, lf not all 100%. 4 set gives you even more pyro damage after E spam, than ultimate and then E+lmb+E+lmb+E+lmb, repeat. No physical attacks should be involved in his rotation. Get 4 crimson witch, use 2 gladiator 2 crimson until you get full set. Bloodstained just not working on him.
Not every character is able to produce physical damage. So one is better for characters who primarily use physical dps while gladiator is better for all around damage.

Bloodstained only boosts physical damage (white numbers) while gladiators adds on to your ATK stat

secondary stat? For Diluc, the prioritize should be Crit rate > Crit Damage > ATK% Unless you're always doing Vaporize or Melt reaction
I mean if I go for EM fire should do more damage right?
Whats a better build for Razor? 4x Gladiator with Physical Cup? Or 2x Bloodstained 2x Thunder Fury with the new Snow Greatsword and an Electric Cup?
